Guides in illustrator.
To make a guide, you need to have something selected to make a guide from. Remember that guides is taken by Illustrator as normal object's, so when You need to make guide You MUST have unlocked layer. Best solution will be make a special layer for guides etc. and make them on that layer. So obvious when you actually think of it.
I'm using Illustrator CC and I cannot select and move guides with the selection tools. The guides are not locked. I can select the guides in the Layers Panel, but I can only move with the arrow keys.
